This is J.C. Kellner's Praeludium in C. Kellner is not especially well known, particularly outside of Europe. I heard this piece on a Johannus sampler CD a while back and it's been a favorite ever since. I am performing it on my Inspired Acoustic's Palace of Arts Budapest (PAB) sample set. The original instrument is a 5 manual organ with 134 ranks.
