The Billerbeck Domorgel sample set really is something. It doesn't have a tuba, but the 8' Trompeta Real (a chamade behind the casework) in combination with the 8' Cornet, the 8' Flute Harmonique, and the Vox Ludgeri (Clarinet like in quality) seem to serve as a convincing substitute. Interestingly, the cornet drops out below tenor F, so the final D note in the melody consists only of the chamade, the flute harmonique, and the vox ludgeri.
